If I wanna fit double min in one CD, do I have to cut both res and bitrate by half?

Res means nothing in terms of how much running time you'll get onto a CD. So all you have to do to get double time is use half the bitrate (audio and video, or keep audio the same and adjust the video by more to compensate). The killer comes when by adjusting your bitrate, you can be forced to adjust your res in order to retain the sameor similar quality. But strictly speaking, the bitrate is the only thing that affects the file size.
