Almost all of my Mpeg2s are from a sources that encode with "top field first." Of course, one program (Proshow) encodes "bottom field first." This is causing me problems when I try to include that output with others in my NLE.
Does anyone know of a way to re-encode an existing file to "top field first" without creating flutter around motion?

Correct me if I am wrong, but using either of those two programs would just simply change the field order, but not the video. Seems like one would have to split the fields, add a blank field to the beginning, then re-weave them. And then change the field order. An AVIsynth script should do the trick.

any high quality NLE can handle both TFF and BFF in the same project ...
that is - any HIGH quality NLE,
if you have it -- procoder can swap (truly change - not just the flag) the fields , so can TMPGENC (and save to avi)
