I've come to the conclusion that vcd's can't be made, using mpeg's with no audio.

You're making XVCDs. VCDs have audio as part of the spec.
EDIT: It would appear that even XVCDs need audio as part of the spec.
If using Nero, I suspect that you might have "Make a standard compliant VCD" ticked in the settings and so it is probably beside itself when it can't find an audio stream.
What is your source for the video ?If in doubt, Google it. -
Ok. I've got a lot of reading to do. 14 pages!
But what I've read in the first 2 pages, I won't be able to make XVCD's.(that play on my DVD players)
