i no this must have been asked before but i cant find an answer
i have home improvement on dvd in ntsc, i live in england and it wont work on most dvd players, ive read all about converting and is there a way i can convert 29.997 to 25 without having to make it shorter so i dont have to convert the audio too. do u know wat i mean, thanx, jamie

would playing the ntsc dvd and capturing it on my pc make it pal? doesnt the dvd player convert it as it plays?

You can buy a regular stand alone plug-into-a-tv DVD player that is multi-region and multi-format.
These types of DVD players can play NTSC as PAL or PAL as NTSC. They can also output the same of course so NTSC goes out as NTSC or PAL goes out as PAL.
They will work with any kind of TV and almost all have a power supply that will work in most areas of the world without a power converter needed.
This DVD feature is not THAT popular in the USA (usually it is "hidden" as a secret feature that oftentimes needs a hack of some sort) but it is much more common in European countries such as the UK.
As for conversion on your computer ... Yes you can convert these NTSC DVD discs to a PAL format DVD-R but it is a very tricky time-consuming manual process and since this is a TV show series with many episodes ... chances are you would go bonkers trying to do it.
You do have 2 other alternative options though.
A computer can display PAL or NTSC from a DVD without any problems. So you could resign yourself to watching it on the computer.
The 2nd alternative option is similar but if your computer has a TV OUTPUT option on the video card then you can play it back on the computer and output it as PAL format video though the TV OUTPUT of the comptuer's video card although the conversion from NTSC to PAL may not look perfect on your PAL TV.

The simple answer is to buy a new DVD player. Just about all of the players sold in the UK these days can play back NTSC disks. Go into Argos, Asda, Tescos, etc and ask if any of their 30 quid players can do it. They almost certainly won't know but if you take the disk they'll let you try it. If you don't take the disk, most will let you take it back within 7 days if it doesn't do what you need it to.
I recently bought an Alba DVD55 for a mate. £29.95 from Tescos and it is multi-region, PAL and NTSC, plays DVD-R, DVD+R, VCD, SVCD, XSVCD, MP3 audio, and everything else we've thrown at it. -
If it doesn't work in your DVD player then either the player doesn't convert NTSC to PAL or it is set to region 2 only, or both.
Just buy a multi-region DVD player, as both the above posters have said, and be done with it - converting will always result in some quality loss, no matter how well you do it.Regards,

So you have no real idea as to how to make yourself understandable.
There are guides on this website (see left hand "info bar") that explain how to RIP a NTSC DVD and convert it to PAL format.
It ain't easy (multiple complicated steps involved) but can be done.
That is why no one can give you a simple answer otherthan the obvious. Buy a second DVD player that works or watch it where it will work or move the DVD player to the TV you want to watch this on.
I have no doubt that you are totally incapable of doing the proper NTSC to PAL conversion. Notice the word PROPER.

Hmm, it looks to me that everyone assumes that you have NTSC Film DVD that can be sped up to convert to PAL format.
So far in my research if you really want to convert it to PAL from 29.97 fps, yah it's time consuming and the best quality so far I got in Vegas Video.
Most of the conversion mechanisms probably take out some frames and apply some temporal - smooth filter to reduce jittery playback, while also they might take two frames and blend in the difference between them. Therefore it's never as good as original.
There was also another program that has gone down in price and that also uses interpolation for conversion. It still costs a lot 300 USD while I think it used to be 600. They have demo available.
I don't know about adobe premiere too much but shouldn't that do it also.

obviosly most films are shot in america and shot in ntsc i presume, when they realise it in uk, how do they do it?
also, when wrestling is live in america, we get it live in the uk, so they must convert at real time? so there must be a better way -
