  1. I sometimes capture high bit rate mpeg 2 , around 14-15mbit/s. But, I want to edit commercials and reencode. DVD Shrink is pretty fast and someone suggested that it could. I tried, but said it needed a video_ts.ifo file. So, is this possible?

You could author the MPEG, then open it in DVDShrink if you wanted to, but I'd also recommend MPEG editing tools, such as MPEG-VCR.
    If in doubt, Google it.
