Windows Movie Maker 2 claims to do it - though I've never used it.
There is some corner of a foreign field that is forever England: Telstra Stadium, Sydney, 22/11/2003.

    Carpe diem.

AVI is not a kind of video. It's a wrapper, nothing more.

I have used WMM and WMM2 and both will be fine for this task.
    If in doubt, Google it.

Download and play with the Windows Media9 encoder. Its a full application and totally free.
    http://www.microsoft.com/windows/windowsmedia/9series/encoder/default.aspx

The codec can range from highly compressed streams for PDAs to full 1080P progressive HDTV (see www.wmvhd.com for samples).

The codec portion of WM9 called VC-1 will be a supported standard of both HD-DVD and Blu-Ray DVD.
