Only need to re-edit menus, chapter points

I am seeking recommendations on which program to use just to re-edit
the menus and chapter points for a DVD. I have use a DVD recorder to
transfer several VHS tapes to DVD format, and I don't need to edit the
main video clip in any way. I just want to replace the menus and change
the chapter points. Ideally, I'd like to only modify the VIDEO_TS files
and not have to change any of the VTS_01_* files.

Since I'm a little new to DVD authoring, I first should ask if this is possible.
And secondly, what program(s) can do this without any processing/
conversion of the main VOB files?

TMPGEnc DVD Author should be able to do it for you (amongst others).

DvdReMake Pro does not change original quality of video/sound. May be these two guides will be usefull:
