Using Vegas to edit commercials out of tv captures is really easy because the timeline is zoomable and it shows thumbnails. This makes it easy to figure out where the commercials are without scrubbing through the entire video. I'm switching to capturing with a DVD recorder and am wondering if there is an MPEG editor that has that.

If it's for Mpeg editing - you could use the cut function in TMPG Encoder as well

No. It just has a non-zoomable timeline which sometimes makes it really hard to do finetunings.
