I download full (legal) CDs all the time, Linux distros for instance. Not to mention that I'm very impatient when it comes to streaming media.

  2. I got a new NIC installed for her and set it up through that but her download speed is still maxing around 300kbps and upload at about 150. That's rediculous. Its not the service. I have the same thing and it works fine, getting almost 3000kbps down, which is max rating on this service. The cables have been switched, the NIC has been switched and switched the slot its in. The PC is a fresh install. I'm thinking it has to be the modem or the main cable in the house.

If you have a laptop, see what kind of speeds you get at home, then take it to her place and see what speeds you get. Sometimes, just resetting the modem / shutting it off for 5 min can make a difference. It could aslo be bad cabling. You may also want to call the cable company and ask what the minimum rated speed is. If you're not getting it, then it's up to them to make sure you are.

if it is DSL , they can , while you are online, test the connection and cable for you .... at least here they are very good about it ... it also happens that they simply have misconfigured thier end as they can adjust speeds .. I had them reduce my speed for a more stable connection

if its cable -- it could be the people next door running a major server or doing a wack of downloading ...

If you're lucky you'll get someone you can understand and who can understand you AND someone who can understand that you've already done all the basics and that it really MIGHT be a problem on their end. It took a month for my upgrade from 1.5Mb to 6Mb get switched on all the way, even though everyone I spoke to told me it was fine.

Not sure about Cable, but I think the download even for the basic plan is supposed to be a minimum of 384K.

  7. Yeah I'll have to call their tech support if she hasn't already done so. I've tested mine several times and never gotten below about 1200kbps minimum. Hers is running a max of about 300-350 and as low as 100 at times that I've seen. Thats not right at all. Adelphia is pretty good on their customer service but their local techs are all idiots. I'm sure I can get them to listen on the phone but whoever comes out to look at it could be a different matter.
