  1. I have a dvd that the voice is out of sync with the lips. Is there a way of re-encoding it and fixing the problem and if so which tools do I need for the job. Many thank for any advice and help.

There may be a better way but this is what I'd do with the tools that I have.

    (1) Use DVDDecrypter to demultiplex the DVD into a video (e.g., .mv2) and audio streams (e.g., .ac3) (see https://www.videohelp.com/forum/viewtopic.php?t=224833)
    (2) I'd use Goldwave to get the audio back in sync with the video. You can check audio-video sync in TMPGEnc DVD Author as discussed in (3).
    (a) If the audio starts in sync and drifts out of sync then use the timewarp function to sync it back. You'll have to do this through trail and error.
    (b) If the sync problem is a bias then you can shift the start of the audio to align with the video. Again through trial and error.
    (3) Use TMPGEnc to author the DVD once you've got the video and audio in sync.
