I would recommend reading the README text file that comes with FitCD. Also available at
http://members.tripod.de/fitcd/ReadMe.txt
It explains the basics.
To summarize, FitCD is a bitrate calculator. You tell it how long your video is, and the CDR size you are using, and it tells you the bitrate to use to fill up the CDR with that video. So, it tells you the maximum bitrate to use to optimize the video quality while filling up the CD. I use it all the time, it's very accurate.

Today released: FitCD 0.97. Bitrate calculator, aspect ratio calculator, sample Avisynth scripts. The ReadMe is intresting indeed, especially the resize section.
