Theoretically, of course, could I rent a DVD from the Video store, copy it's contents to my hard drive, and then somehow convert it & burn it to a VCD that will play on my DVD player? What are the step-by-step instructions for this task???

My two bits of advice to get you started are
1 Find and download something called VCD galaxy - its an all in one program that does everything you will need. You can find it at http://www.afterdawn.com
2 When starting out do not try and create SVCDs (super video CDs) instead go for VCDs, they are much less hassle to create for the beginner

I forgot to mention that I do not have a DVD ROM drive in my computer. So I guess that means no?

please...just the dvd-rom, for at LEAST a year or so...(price, experience....)

please read the guide on the right and please only use the guides to backup your own DVD...renting a DVD and Ripping it is illegal and if you get cuaght your going to have a big lawsuit on your hands
