VCDEasy gives me a warning window telling me that my
mpg files have "been encoded using the Chinese Specifications."
Should I use the "update scan options" to fix this.
What does this mean ? I use TMPGENC for encoding avi to mpg.
Can I adjust my TMPGENC settings to avoid this ?
Thanks for help on this.

TMPGEnc doesn't encode MPEG-2 files with SVCD standard scan-offset data (rather, they use the CVD standard). Why? I don't know.
In any case, you can fix it by using the "update scan options" as detailed in VCDEasy.
Alternatively, you can demux the MPEG file first and then remux it with something that knows what it is doing (e.g., like bbMPEG).
