I recently downloaded a NBA basketball game but there seems to be a problem with the audio. This game was capped from a vhs and the audio for about the first half of the game is very weird. I guess its from the source( vhs) but the audio seems to go up and down throughout the entire first half of the game. it just keeps on going up then down, up then down, and so on. So my question is, is there a way that i can somehow use a program to "stablize" the volume? So that it doesn't keep on going up and down?

A compressor will do this (up to a point). There's one in the free Audacity. There are better ones available as either DX or VST plug-ins for more high-end audio editing programs and some NLE's have them built-in as well. Even with compressors, you sometimes have to manually move some sections up or down if they are extreme.
