TMPGEnc has a section called MPEG Tools and in that there's a section called Merge and Cut that can cut MPEGs to any size or runtime you want. You would basically add your file, then set its start point at the start and end point at about half way. Process this. Then add your file again, but this time set the start point to about 3 seconds before the endpoint of the first file and the end point at the end.
If in doubt, Google it. -
...but beware that cutting mpegs is a tricky business - Only app I feel I can trust for cutting in mpegs is Womble mpeg VCR. Every other attempt I've made has either not worked at all, or resulted in sever sync problems.
OTOH, it seems a little odd, creating a SVCD file that won't fit a CD?!?

thank you both
I do have a copy of Womble mpeg VCR
Then again it is not my SVCD so I can't tell you about the particular of such large file
My peer speaks Spanish only and I just doing him a favour to find out how to covert a SVCD successfully
I may ask this question above and hopefully come back with a more appropiate answer
