Conversion with dvdlab and tmpg

Hey i have dvd lab when im recording from a vcr or sat i use Pinnacle 9 and. It seems that i have to convert the digital video to an mpg format each time. Is this true for all dvd that are burned? I can go straight from digital video to dvd is my question using dvd lab or tmpg aurthor
