    How "out of sync"?
    • Off from start, staying the same thruout? Then you have to compensate when authoring or multiplexing, or cut some / add some silence at the beginning of the audio.
OK to start with, getting gradually out of sync as the movie plays? (Then it's probably due to that your source and your dest doesn't have the same frame rate)
OK to start with, then suddenly goes out of sync? Then the source AVI has bad/undecodable frames: See guide on how to remove bad frames, or get an error free source.

  3. it starts out of sync when its been coverted into dvd.the sound is maybe 5 or 6 seconds faster tahn the audio.
should i use tmpeg 2 make a sound file and a picture file, then add the silence in a music program.
thank you very much foe replying. i will try adding silence and let u know the results soon.
    thanks

Yes, that's the general idea. But if you're encoding with tmpgenc, I think there's a setting for "audio delay" somewhere that you can use to compensate.
If not, you separate the audio from the AVI (use VirtualDub for this step), edit the audio (GoldWave), then use original AVI as video source, edited audio as audio source.
