Create a new comp in After Effects to the dimensions that you want. Bring in all your pictures and drag them into you compostion. Selected all you photos if they aren't already selected and hit Ctrl+Alt+F. That will auto fit them to the size of the composition. Hopefully that is what you wanted and it works on your AE. I'm using 6.5 and I'm not sure if that command worked on previous versions of the software.
