Have used TMPGEng in various set-ups to convert AVI/MPEG to VCD and play it on a DVD. None of the players I tried (Sony, Pioneer, Panasonic) showed anything but for the famous "no-disc". Used DirectCD, CD-R's as well as CD-RW's. What can I have done wrong and are there any "standard" settings for TMPGEng for this purpose

You mention using DirectCD. DirectCD is just for making data CD's and can not be used for VCDs. It sounds like you are trying to just put the MPEG on the CD as a data file. This will not work. You must use a VCD authoring program to write the VCD.
This can either be EZ CD Creator Delux (not the free version) or Nero which can create SVCD's also. I suggest purchasing Nero over EZCD Creator delux.
You can download and install the free 1 month trial version of Nero and give that a try. The link is located in the Tools section located to the left.
