    Is it possible to cut of the bottom of the picture on a MPEG2 file, without re-encode it?

    I have a mpeg file from a vhs rip an it has the vhs noise on the bottom, and a black border on the side.

    No, you must reencode. If you author it as svcd or dvd and watch it on a tv you will probably not see it because of the tv overscan.
