when you have a source file in 23.97 f/s, how do you change it to 29.97 so that it will play properly in a DVD player as a vcd? also how do you make sure the audio stays in sync when you convert it?

Most DVD players will play a 23.976 fps VCD - that's how I always make FILM VCDs. Give it a shot and see if it works for you.

Also you should get better quality at a given bitrate by leaving at 23.976 instead of converting to 29.97. Since you have fewer frames, more bits can be allocated to each frame. The DVD player does the 3:2 telecine process on the fly when you play the VCD.

Both 23.976 and 29.97 are part of the VCD standard. JHebert is right, the less converting you do the less quality loss.
