How Come...? (HELP NEEDED)

I converted an MPG to DVD format using TMPGEnc, then I authored it using TMPGEnc DVD author, then I burned it with TMPGEnc and NERO.

But the problem I am having is when I play back the DVD there are constant pops and clicks of static throughout and it occasionally freezes.

Any idea what the problem is?
Suggestions ?

but if I play the original file before it is encoded it plays fine as an MPG file.

Does encoding it to DVD format create the errors?

(This is my first time doing this, I am trying to convert a MPEG file that was downloaded from binary newsgroups)
