Software for rationing out bandwith????

i wanted to find a software where i can make certain software use a certain amount of bandwidth without infering with each other. EXAMPLE...... on my computer i use stanaphone for my main phone service and i also download things and will soon start " test streaming " from this same computer. But sometimes all of this stuff interfer when i am talking on the internet phone. So i want something where i can make the stana phone use maybe 35k and somebody else streaming video from me can only stream at maybe 12k and my shareaza to dl at 70k at the same time while not bottle necking my service.

There is a piece of software that can limit the speeds of software on a per program and overall basis. But for the life of me the name suddenly escaped me mid typing. It worked really well too!
