Looping Videos to Audio

I've been wanting for some time to create a short video to go along with a short sound skit I've had for a long time, by using random video clips from movies and anime and syncing lines of dialog from the skit to the short video clips, however most software proves this to be a major pain in the ass.

Is there any video editing software out there in which this is a simpler task? I haven't tried much of the higher end software yet, mind you, so if Premiere and such are an option, I haven't tried those yet.
