Vegas Video 3.0 - new MPEG2 encoder?

According to their web site...

They have a new MPEG1/2 encoder in the latest Vegas Video that is supposedly *not* based on Ligos, like most retail products. Does anyone know who makes it or how it compares against the rest?

Mpeg2-Plugin is from MainConcept which is known for good codices (dv, mjpeg).

Apparently Vegas Video 3 crack doesn´t work for this plugin which needs extra registration.

Options are quite good, but you can´t determine your own bitrates which makes it a little user-unfriendly.
DVD is f.e. avg 4.200 max 8.000, SVCD is avg 2.324 max 2.600

You can´t do f.e. 2.000 avg for SVCD.
