cygwin1.dll being used by another program!

This is so annoying, what the hell is this cygwin thing anyway and why does it always get messed up.

When i first bought this program it was working fine, some months down the track it stopped working and i seen a post that said download cygwin off the internet and install it which i did.

This fixed the problem and it worked fine, once... now the program wont even load it just says cygwin1.dll is being used by another program.
mscorlib error....
i cant delete the file because its in use... anyone have any ideas?
something that will make it work normal again without having to edit it all the time....
and is there an update that will fix this problem ?
