  1. If I have small .avi I have usually resized them in VirtualDub to 320x240... but I'm thinkin since MPEGs are usually 352x240, should really be resizing this small avi clips to that mpeg resolution?

    For best mpeg encoding, should the avi be in 352x240?

    you should capture in a larger size. Capture at no less than 320x240

  3. If your making a VCD then yes, you should resize if you want to stick to spec. Though you could just add borders (I don't know if you can do this on horizontal in vdub). Remember when going up in res to use the bicubic filter.
