    Assuming DVD goal ...

    I'm not sure. But, if you already have the CC data, I believe you treat it just
    as you would, a "subtitle" process in your DVD autoring. I don't think that any
    encoder is going to do this for you unless you "hard-code" it inside the video
    image its selt, like in vdub or AVIsynth scripts using a subtitle filter.

    Why do you want the subtite anyways ??
