I have an avi file that is actually an mpeg file(the extension is avi but a properties in windows media player says it uses a mpeg codec). When i play the file in windows media player it says the file is 1 hour and 2 mintues. When the file gets to that time it continues to play for a further 8 or so mintues.

Now my problem is when i try to convert the file to mpeg2 in TMPGEnc express 3.0 the finished product freezes at 1:02 and continues to play for 8 or so minutes with no sound and picture frozen. Is there anyway possible i could fix the file to get the right timing.

I'll bet it's a MPEG-4 AVI file, most likely with VBR MP3 audio. Load the file into GSpot and post the screenshot here.
    If in doubt, Google it.
