I have a video in xvid format that has a frame that crashes xvid when decoding.
How can I delete this individual frame without decoding it?

Use VirtualDub. Go to the frame before the offending frame, select "mark in" advance two frames, select "mark out", delete the selection, then do a direct stream save.
