I need tools to work directly on VOB files (actually on all the files in VIDEO_TS folder).
I want to add chapters and subtitles without demux, reauthor, etc.
Is this possible?

I've got limited use of ifoedit, and that'll add in chapter points - but I found it by no means easy as I had to do a lot of reading to figure out what to change, and where.
As for subtitles - no idea, sorry.
You could look at DVDLab - I think the latest or the "pro" version allows you to add subs, and I know that it'll accept VOBs as an input. That'll be the easiest way. Of course, you'll need to re-author.

These files are already authored in a DVD structure (vob, ifo, bup).
That DVD-Lab taking Vobīs idea is actually quite good - itīs a bit time consuming cause it has to join all the Vobīs first and then reauthor but I can add both chapters and subs.
I think IFOEdit only adds chapters in elementary streams (somebody correct me if Iīm wrong).

Correction - itīs actually very time consuming because upon reauthoring files have to be demuxed to add subtitle stream....

I reckon reauthoring is the only way to go to get chapters and subs. Knowing that DVDLab does subs is why I only suggested that one, but there may be other authoring tools that do too. Check 'em out...
As for ifoedit, quite a while ago I had a need to put chapters in to a ripped DVD (i.e. VOBs etc.). I used ifoedit's function but it put chapter points at the start of every PGC. I didn't want that so I found where the info was stored and went in and did some manual jigging about to get chapters only where I wanted them.
It worked, but it was very fiddly - and will probably take longer than using DVDLab, and without getting subs!

I don't think it's possible, since the subtitle stream has to be muxed with the video stream. I don't see any way around having to demux the video/audio stream and then remux in with the subtitles.
