Hello,
Simple.... Use an authoring program to make your dvd menu. Then use dvdshrink to shrink that video_ts folder. Since it is just a little over the size of a dvd-r (single layer) you won't have much of a quality hit.

(this will make a second video_ts folder so make sure you have an extra 4.5gb of harddrive space - actually more than that - the 4.9 gb file will author a 4.9gb folder than load it into dvdshrink to knock it down to 4.37gb so you'll need 9gb of extra space)Donatello - The Shredder?
