I know that we cant improve the quality of an already DVD encoded to Divx. I tried encoding my Divx to DVD with TMPGEnc but still quality is the same. Is there some kind of a heavy-duty hardware or software that can encode Divx or any other video format to MPEG-2 with significant improvment in the quality???? Iam talking about the stuff that the pros use.

If I understand you correctly, your goal is impossible. You want Divx to encode to MPEG-2 AND look better than the original Divx? Won't happen.
Any conversion you do, from any format to any other, can at best be only as good as the original, never better (except for maybe the rare case of heavy filtering, can get rid of noise in cartoons)...
I found that an excellent Divx movie, re-encoded to MPEG-2, can still lose some quality, and still look OK on my TV! (you can get away with this when analog TV is the intended playback device)
