Convert an NTSC VOB file to a PAL VOB

Hello, Ive got some Dolby VOB files in NTSC format and I'd like to reauthor them into PAL VOB files. Does anyone know how I can do please?

Reconvert the video with for example tmpgenc, change 29.976/23.976 to 25 fps.
Reconvert the dolby audio with besweet, increase or decrease the speed.

and join the audio and video when you author.

I've brought the VOB into TMPGEnc Plus but it crashes upon pressing the START button. As for the audio I have no idea how to extract that separately.

demultiplex(separate audio and video) using tmpgenc, under->mpeg tools->demultiplex

and try open the demultiplexed video instead of the vob.
