Actually the subs are not cutted off. Play the mpeg with a software player and you will see, the subs are still there.
The problem is that a TV screen does not display the whole picture (overscan), so I suggest to add borders to all sides. You can do that with TMPG, if you don't know how to do it, tell me the target resolution of the MPEG. Unfortunately you have to reencode. -
I dunno what my target resolution is, but i don't mind if there's a black border around the image as long as u can see the subtitles

If you load a VCD NTSC template, the target resolution will be 352x240 or SVCD PAL is 480x576 for example.
OK, when I do a divx to MPEG conversion I go for XVCD PAL 352x576, that I use as target res in this example.
Go to the advanced tab, select video arrange method "center[custom size]" and type 320x552.
It should keep the aspect ratio 768 (horizontal PAL res)-32=736, 736/1,333333333333(aspect ratio)=552.
On the video tab set size: 352x576, so TMPG will add the following borders:
left 16, top 12, right 16, buttom 12
That should be enough to see the whole picture.
Hope it helps.
