    Yes you can. Use VCDGear to make the dat file an mpg file (don't just rename it) and then use a VCD authoring program such as Nero to generate the rest of the files. If you haven't got Nero, use VCDImagerGui to create a bin file (included is the file structure) which yuo can then burn using yuor other CD-R(W) software.

    I believe you can just drag the .dat file into Nero.
