On my latest SVCD, there seems to be a hiccup or momentary stutter for some reason. This hasn't happened with any other svcds I've made. I've tried to change the framerate in DVD2AVI, changing the field order, but nothing works. If I encode to vcd, there is no problem so can anyone point me to a possible solution? thanks.

Your DVD-player may be damaged just like my dads and my girlfriends, but I'm not sure. Maybe the problem is in the encoding, you sure you're doing everything as you did before?
