is there a program can can increase the framerate of clips like mpeg or avi, WITHOUT being choppy?
I tried using Adobe Premiere and increase the time a clip was, but the video was choppy.

Not sure but you could try tmpgenc or virtualdub (virtualdubmpeg2 for mpg files).
