  1. is there a program can can increase the framerate of clips like mpeg or avi, WITHOUT being choppy?

    I tried using Adobe Premiere and increase the time a clip was, but the video was choppy.

    Not sure but you could try tmpgenc or virtualdub (virtualdubmpeg2 for mpg files).

    Was the original source (mpeg or avi) also choppy?

  4. For an avi, you can use virtualdub or avifrate. Of course this will simply mean the video plays faster, if that is what you are after.
    If you want to, for instance, convert a 20fps divx to 25fps and maintain the same playing time, then whatever software you use will have to either insert duplicate frames or generate new frames by interpolation. No matter what SW you use, the result will always be somewhat jerky.
