Is there a calculator that would be able to tell what a bitrate of one form of video say mpeg2 would be in another form such as divx. For example if you had a mpeg2 CBR 8000 bitrate. What would this be equivalent to in a divx bitrate?

Divx will look good but not identical to the original. If you use the same bitrate as the original you have a better chance of preserving the quality.
The bitrate is the same for each if you have mpeg2 at 5000 and divx at 5000, so I've been told. However your converting the file so an exact comparison probably isn't 100% true.

You can't make that calculation. kbps is kbps regardless of codec. And if the additional criteria is "with the same quality" it'd A) be a subjective decision, and B) only be valid for one particular source.

It will depend on the source material but the MPEG 4 codecs can usually compress to 1/2 to 1/4 the size (bitrate) of MPEG 2 files with little loss of quality.

That is what I figured, but it just seems like if you have a source such as a 8000 bit mpeg2 that is actually filmed with good modern equipment, in other words a good picture to begin with and then convert that to mpeg4 2000 bit rate, it is going to look really good. this is dropping from 8000 to 2000.
