Hello,
I wish to speed up by 2 an mpeg1/mpeg2 movie file for a presentation.
Any IDeas on method/software etc?

Are you talking using a computer or a settop player?
If computer: Use ReStream to change the flag that says the Frame Rate and save as a new file. No re-encodes so will look just as good. Should play at the new speed (probably should be a valid MPEG speed, though).
If settop, you probably have to use a Video Editor (Premiere, Vegas, etc) or VirtualDub or AfterEffects and adjust the speed/add speed effect, and then re-encode with the new speed. This WILL lose quality.
(Wait a minute--If you don't use a valid MPEG/VCD/DVD speed after re-encoding, you probably can't author it for settop use.)
My preference then would be to use a Motion Effect in AfterEffects, which will give the faster speed (and probably less playtime), but will still play out at the standard FPS.
