  1. I am looking for a free mpeg editor that will NOT re-encode after changes are made.

    I tried Womble Mpeg Editor Wizard and works great but it is too expensive for my budget (~US$120).

    I tried to use TMPGEnc Tools in the TMPGEnc Plus but it will re-encode the mpeg file. The same thing with the new standalone MPEG Editor Tools.

    No, it doesn't re-encode. It does generate the audio and video streams and then re-multiplex them. If it was re-encoding that would take hours (potentially).

  3. VideoReDo is not free, but it's cheaper than Womble ($50). There is a free 30-day trial. When a cut is made on an I-frame, there is no re-encoding. If a cut is made on a P or B-frame, the only re-encoding is at the cut.
