The credit for this goes to boombastic of this forum for telling me about VideoReDo ( http://www.drdsystems.com/VideoReDo/ ). This editor corrects the PowerVCR video stream by dropping the extra video frames.

You can either run their QuickStream Fix tool (and edit with something else) or just edit the file. At the end when you save the file you get a message about the number of frames that were removed which matches closely the number of frames that I calculated were extra. Anyway the net result is that the audio is in sync and if you want you can edit the result with Womble without a problem. I tried a lot of different things and looked at the results. My guess is that the editor does not throw out the PTS information but instead uses it to remove frames as necessary to make the streams sync. It does take longer to generate the output file ( like 50% longer than Womble does) but I think this goes along with the PTS thing.

It also has a nice interface for editing that is customizable - it would be terrific if they added a scene detector.
