    I have a question about borders. ok before you guys go apes and tell me to do a search... hear me out...

    ok i know that there are many threads on creating borders, mainly having to do w/ subtitles and what not.

    My situation is.... ok i have a vcd video file(mpg), and it already has borders on each the left and right side. Is there any possible way to clip off the borders and stretch the remainder of the video to fit the 352x240. Im almost sure this issue has never been brought up before.

    Sounds like a task for avisynth, but keep in mind that you wont gain anything regarding quality or anything. You have to reencode, and the resizing itself degrades quality. It'd go something along:
    crop...
    resize...

    tmpgenc->settings->advanced->clip frame. But you must reencode as mats says and resize up an image is never good...so it is not worth it.

    resizing 20-40 pixels on wide cant be that bad.
