two minutes of research would have given you the answer. Obviously your time is precious, so I'll save you having to do anything for yourself.
SVCD2DVDMPEG is free, and craetes the elementary streams required to author a DVD. It uses a number of other tools to actually do the work.
SVCD2DVD costs money, and creates the DVD folders with authored content, allows you to set chapter stops, and is a more sophisticated (although single-minded) tool.
I hope this is succinct enough for you and hasn't wasted your time. -
