ray gun will do a decent job of removing wind noise.
Vegas will let you use Direct x plug-ins on your audio tracks.
If you are a beginer, you should start with vegas.
premiere is more versatile and will let you do things vegas can't but its alot more compicated.drink up....the world's about to end

i strongly suspect you have a warez copy and if you do or dont (i dont want to hear the arguments) , you should spend a lot time going through the manual , the tutorials and learn how and want is video editing .
