I know I did this before but for the life of me can't remember how.
I just reformatted my HD and re-installed WinXP Pro.
Now, when I shut down, I get "It is now safe to turn off your PC"....instead of just shutting down like it used to....
What am I missing?

Go into Control Panel>Power Options>Advanced and make sure that the assigned function for your power button is to power it down. Sometimes it defaults to standby or hibernate or "Ask Me What To Do".
