Attorneys. That's who decides. Actually Axl Rose forced all of the original band members to sign over their rights to the Guns and Roses name. (he threatened to quit) Those guys (Duff, Steven, Slash, and Izzy) didn't realize that they together had the power to keep Axl in line and ultimately gave in to his every whim. One of which, was to give up all rights to the name Guns and Roses. -
