I have Pinicale 8 and because of the problems I had with it I never upgraded but now (if I can still get the promotional deal) I can upgrade to ver. 9+ for $70. Perhaps the sync bug in transferring VHS to DVD has been worked out.
The other option is going all out and getting Premiere Pro 1.5 and that opened a few other questions.
Where does Premiere pro 7 fit in if 1.5 is the latest and I've notice 1.5 being sold with encore and one other package. Do I really need those as well?
Does anyone else use 1.5?
My main goal is to transfer and edit home footage from old reels, VHS and DV to dvd with some editing and maybe some creative applications.
Would it still be advised to get the canopus 100 in addition to the above?

If you go down the canopus route, I'd seriously consider Vegas for a couple of reasons.
1. Price - Vegas is cheaper than Premiere (list price has it US$150) less. Add DVD Architect 2 to the equation, and the saving go into the $100's against Premiere and Encore.
2. Vegas is designed to handle DV, and handle it well. If you use the canopus ADVC100 to convert to DV, I believe you will find Vegas to be the more stable platform.
Premiere has it's strengths, and still has better exposure at the higher end, but I have always found it to be less stable and less satisfying than other products (across successive versions)Read my blog here.
