Is there a way I can create an image from a scene off one of my DVDs and get good picture quality? Basically I want to be able to load the vob into a program (not sure which) then take like a screenshot and use that to print onto my DVD. Is this possible? thank you!

Yes but the quality isn't going to be that hot, it's a relativley small source image. As I pointed out in another thread if it was a digital image from a camera it would be .35 megapixels. Most media players such as power dvd, editors, capture component in a still image app will do that. Not sure but MS'S media player probably will too.
Edit: I just looked it appears MS's player doesn't do that. -
play your DVD on your PC using any DVD player
press Print Screen on your keyboard...
Open Paint or Paintbrush
then press Ctrl + V (hold down Ctrl, then press V while holding down Ctrl) on your keyboard
edit...hacking the Net using typewriter :D
