I've always heard that the ATI capture Window is 704x480. I tried measuring it with my ATI 7500 AIW based on the test dvd from
http://www.arachnotron.nl/videocap/site/capture_area2.html
I got a result indicating that my 7500's capture window is approx. 715x480. Any idea what gives? I'm using relatively old ATI Catalyst drivers (Cat 2.9). Could the old drivers be making the difference?

The ATI's Rage Theater chip is listed as 50.96 µs (or 715 DVD pixels) in
http://www.doom9.org/capture/sizes_advanced.html (5.4)
Do you have such an ATI chip?
As opposed to the ATI Theater 200 chip, which is 52.15 µs (or 704 DVD pixels).
